Necesité veinte años para hacerme un juicio apropiado de lo que ocurrió después de 1991. ¿Por qué Estados Unidos, que se había comportado con tan buen sentido y previsión en Polonia, actuó con tal cruel negligencia en el caso de Rusia? Paso a paso y testimonio tras testimonio, la verdadera historia vio la luz. Occidente había ayudado a Polonia financiera y diplomáticamente porque Polonia debía convertirse en el muro oriental de una expansión de la OTAN. Polonia era Occidente y por lo tanto merecía ayuda. Rusia, por el contrario, era vista por los líderes de Estados Unidos aproximadamente de la misma forma en que Lloyd George y Clemenceau habían visto a Alemania en Versalles: como un enemigo merecedor de ser aplastado, no ayudado.

También Vladimir Pozner, un periodista que no es muy proputin que digamos, durante una conferencia soltó lo siguiente:

***owing the dissolution of the Soviet Union, the United States had two options for dealing with the newly independent Russian nation, argued Pozner. The first was to accept then-Russian President Boris Yeltsin’s offer of partnership, emulating the rebuilding of Western Europe after World War II and “[seeing] to it that democracy [begin] to develop.”

“The other approach,” said Pozner, “was to say, ‘For 40 years you held a nuclear bomb over our heads. You lost the Cold War, and you’re going to pay for it. You’re going to be punished for what you did.’”

Beginning with the drafting of the so-called Wolfowitz Doctrine under President George H.W. Bush, argued Pozner, the foreign policy establishment of the United States adopted the latter strategy.

“The attitude toward Russia was pretty much, ‘You’re no longer a superpower. You’re a second-rate country,’” said Pozner, referencing events such as the enlargement of NATO with former Soviet satellite states and U.S. intervention in Yugoslavia and Kosovo. “The reaction of the average Russian was one of, ‘You’re insulting me. You don’t respect me.’”

Stopping short of assigning blame, Pozner called the strategy “a mistaken political decision … that finally led to this change in pilinguin’s attitude toward the West, and in particular the United States. Which is why I say U.S. policy created pilinguin the way he is today.”

No hicieron mucho por integrarlos en ese Occidente, más bien fue al revés. El plan consistía hacerles comer arena, con terapias de choque destinadas a explotar la economía del país y una humillación continua en asuntos como la política exterior. Podían haberse ganado a Rusia siendo mucho más comprensivos, colaborando con ellos de una manera constructiva y ayudando en lo que hiciese falta. Pero no les salió de los huevones, porque todo eso no entraba en sus planes; había que castigarles, humillarles y reírse de ellos, restregarles todo por su cara. Y de paso, quedarse con sus recursos a precio de derribo.

Cada día tengo más claro que los rusos son los seres más egoistas del universo. Pedían dinero y como no les dieron el suficiente quiere decir que no los quisieron integrar. La realidad es que Francia y Alemania cooperaron mucho (demasiado), mientras que EEUU se mantuvieron al margen porque tenían mucho más claro por donde iban los tiros.
