10kg x (9.8 m/sec*2) x 1m = 98 kg m*2 / sec*2 = 98 Joules

1 Joule = 1 Watt-second

So, 98 W-sec. over 30 minutes is 98 W-sec./((30 sec/min) * 30 min) = 98/900 = .11W for 30 minutes

Assuming a real power of .1W to allow for inefficient generation, this is 30 mA forward current at 3.3V.

Depending on the LED this is enough power for 6 to 7 lumens

A lumen is one candela per steradian, or essentially one candle power.

So this lamp would provide the apparent brightness of six to seven candles, with a back reflector helping increase the light on target.

Not too shabby for a few moments of work every half hour or so.

iPads take about 3.3W, so 98 Joules = 3.3W for about 30 seconds. So, spend all day (12 hours) running the generator for about 12 minutes of operation. Those villagers needing to charge their iPads probably should make other arrangements.
